Investment, training and cooperation in a single agenda. The delegation was led by Ricardo Gómez, Vice Minister of Commercial Policy at the Ministry of Hydrocarbons, and Celia Bejarano, rector of the Venezuelan University of Hydrocarbons. The agenda combined productive development, investment mechanisms, specialized training and international cooperation.

The forum, organized by the African Energy Chamber, brought together leaders and players from the sector. In February 2026 the Chamber signed a memorandum with the Ministry of Hydrocarbons and PDVSA on field development and refinery modernization.

Crude output exceeded 1.2 million barrels per day in the first half of 2026 and exports of crude and products rose 19.7%.

Why it matters

The presence in Cape Town is part of the country's active promotion to investors from other regions. The African Energy Chamber also joins the Venezuela Energy Week investment roadshows in London and Houston.

For investors, the message is the same one the CIIP conveys on this site: the hydrocarbons sector admits private participation under contracts defined by law, and the State goes out to present it.
